Insurance pay-per-call
Insurance is the second-largest pay-per-call category in the public data available and the one with the heaviest compliance burden.[1][2] REPORTED OfferVault data published by Ringba in September 2021 ranked insurance second and personal insurance fourth among categories.[1] AffNinja lists Medicare and senior care, health insurance and auto insurance as three of the strongest verticals, and rates Medicare's compliance requirements as very high.[2]
Who buys the calls

Why calls rather than forms
[edit]AffNinja describes health insurance as quote-heavy, phone-assisted buying, auto insurance as quote comparison with local intent, and Medicare as a high-lifetime-value, complex decision in which phone trust matters.[2] Its worked example of a qualified call is an insurance buyer paying for a 90-second call from a qualified consumer in an approved state during business hours.[2]
Rules and compliance
[edit]State exclusions are common because insurers are licensed by state; AffNinja lists geography, business hours and insurance type among the signals an IVR confirms before a call is paid.[2] The vertical is squarely within the TCPA's scope for any outbound follow-up, and the FCC's vacated one-to-one consent rule was litigated by the Insurance Marketing Coalition, whose name the case carries.[8][9] AffNinja warns that landing pages implying government or insurer affiliation are a compliance failure and that Medicare, debt relief and insurance attract the strictest scrutiny.[2]
